Why doesn't Shell/Workbench respect the "h" protection bit and hides the files whose "h" bit is set?

The "h" does not stand for "hide", but "hold". An executable file whose "h" bit is set is automatically made resident by the Shell on its first call. So you save all the "resident" commands in the Startup-sequence. You can use this feature to tune your Startup-sequence.
